It is a sensible doubt, yes there is always a difference between the heart rate and the pulse rate , this is called pulse deficit. If a person`s pulse is palpated on the most usual site, radial artery( on the wrist) , you will notice at least 5 -6 beats of difference. This is because heart rate is considered as apical pulse or central pulse which is the original pulse rate  where blood pressure is high . As the blood flows into the peripheral arteries like legs, hands and other parts, its pressure keeps dropping , consequently the heart rate vary in these peripheral areas.I hope it is clear for you.
